BISMARCK MUNICIPAL PARKING AUTHORITY
MEETING MINUTES
FEBRUARY 11, 2021
The Bismarck Municipal Parking Authority met in regular session on the above date at 9:00
A.M.in the Tom Baker Room and via zoom, Bismarck, North Dakota. Chairman Jim
Christianson presided via zoom.
Members present: Jim Christianson, Todd Kovash (present),Russ Kadlec,
Brian Peterson and Kyle Holwagner via zoom.
Members absent: None
Staff Members: Jeremy Petron, Sue Schaff, Dennis Torgerson,
Corey Voegele, Daniel Nairn
Others present: Commissioner Mark Splonskowski, Jannelle Combs,
and Kate Herzog via zoom and others that may have
been online.
MINUTES
Chairman Jim Christianson called for consideration of the minutes of the January 14, 2021
meeting.
MOTION: A motion was made by Brian Peterson, seconded by Russ Kadlec and
unanimously approved by all members present that the minutes of the
January 14, 2021 meeting be approved.
REVIEW OF FINANCIAL STATEMENTS
MOTION: A motion was made by Brian Peterson, seconded by Kyle Holwagner with
a roll call vote, Brian-aye, Russ-aye, Todd-aye, Kyle-aye and Jim-aye to
approve the January financials.
REVIEW BIDS FROM RFP FOR SECURITY PATROL SERVICES
Jeremy Petron reported there were 2 bid packets for the security patrol. The contract is a
3 year term with two 1-year renewals.
MOTION: A motion was made by Russ Kadlec, seconded by Todd Kovash with a roll call
vote, Brian-aye, Russ-aye, Todd-aye, Kyle-aye and Jim-aye to approve the low
bidder with the contract subject to the City Attorney’s approval.
OTHER BUSINESS
PA Board Member Term (Russ Kadlec)
Candidates need to apply to the City.
RFP—Gates Upgrades and Reporting Software RFP
Jeremy Petron reported that the bid opening will be February 18, 2021.
ADJOURNMENT
There being no further business, Chairman Jim Christianson declared the Bismarck Municipal
Parking Authority adjourned at 9:35 A.M. and will meet again in regular session March 11, 2021.
