BISMARCK MUNICIPAL PARKING AUTHORITY

MEETING MINUTES

April 12, 2018

The Bismarck Municipal Parking Authority met in regular session on the above date at                                                                                              9:00 A.M. in the David J Blackstead meeting room in the City-County Building, 221 N 5th St.,                                                                            Bismarck, North Dakota. Chairman Jim Christianson presided.

Members present: Jim Christianson, Claire Anne Holmberg, Dina Baird

Brian Peterson and Russ Kadlec

Members absent: Claire Anne Holmberg

Staff Members: Rocky Gordon, Sue Schaff, Dennis Torgerson,

Kyle Snyder, Daniel Nairn, Will Hutchings

Others present: Kate Herzog, Jason Tomaneck and Commissioner

Shawn OBan

 

MINUTES

Chairman Jim Christianson called for consideration of the minutes of the March 8, 2018

meeting.

MOTION A motion was made by Dina Baird, seconded by Brian Peterson

And unanimously approved by all members present that the minutes

of the March 8, 2018 meeting be approved.

REVIEW OF FINANCIAL STATEMENTS

MOTION: A motion was made by Brian Peterson, seconded by Russ Kadlec

And unanimously approved by all members present to approve the

March financial statement.

REVIEW PARKING RATES

MOTION: A motion was made by Russ Kadlec, seconded by Brian

Peterson with a roll call vote, Russ-aye, Dina-no Brian-aye

and Jim-aye to approve the following rate changes effective

June 1, 2018

Monthly Rate up $2.00 to $58.00

Surface lots-monthly up $2.00 to $58.00

Roof tops-monthly up $2.00 to $34.00

Motion: A motion was made by Brian Peterson,seconded by Russ

Kadlec with a roll call vote, Russ-aye, Dina-no, Brian-aye

and Jim-aye to approve the following rate changes effective

June 1,2018

 

Surface Alley-Third Main up $2.00 to $64.00

Reserved Area Third Main up $2.00 to $69.00

　

MOTION: A motion was made by Dina Baird, seconded by Brian Peterson

with a roll call vote, Russ-aye, Dina-aye, Brian-aye and Jim-aye

to leave the Hourly, Daily, and Park Smart coupons rates the same.

　

Consensus of the Board was to leave the Raddisson and Night Rate the same. The Parkade Ramp

$1.00 rate will be reviewed in October or November. Consensus was to leave the free parking at

the Third Main Ramp.

UPDATE THE GALLERIA REPAIR BID PACKETS BID OPENING FOR APRIL 24, 2018

Rocky Gordon reported that there are 10 plan holders on the Galleria projects. The results will be

Reviewed after the April 24 bid opening.

General discussion was held on the City RFP

DISCUSSION ON PAYSTATION SIXTH & THAYER RAMP

Rocky Gordon reported that the City Commissioners did approve the sole source purchase for a

Paystation at the Sixth & Thayer Ramp. Tabled until the May or June meeting.

MOTION: A motion was made by Brian Peterson, seconded by Dina Baird

with a roll call vote, Russ-aye, Dina-aye, Brian-aye, Jim-aye

to approve the pay requests

　

ADJOURNMENT

There being no further business, Chairman Jim Christianson declared the Bismarck Municipal                                                                            Parking Authority adjourned at 10:03and will meet again in regular session May 10, 2018
