BISMARCK MUNICIPAL PARKING AUTHORITY MEETING MINUTES
DECEMBER 10, 2020
The Bismarck Municipal Parking Authority met in regular session on the above date at 9:00 A.M. in the Tom Baker Room and via zoom, Bismarck, North Dakota. Chairman Jim Christianson presided via zoom.
Members present: Jim Christianson, Russ Kadlec, Brian Peterson and Kyle Holwagner via zoom.
Members absent: None
Staff Members: Rocky Gordon, Jeremy Petron, Sue Schaff, Dennis Torgerson, Corey Voegele,
Daniel Nairn.
Others present: Jannelle Combs, Derek Kost ,Kate Herzog, via zoom and others that may have been online.
MINUTES
Chairman Jim Christianson called for consideration of the minutes of the November 12, 2020 meeting.
MOTION: A motion was made by Brian Peterson, seconded by Kyle Holwagner and unanimously approved by all members present that the minutes of the November 12, 2020 meeting be approved.
REVIEW OF CW STRUCTURAL AND WALKER CONSULTANTS PROPOSED FEES FOR PARKADE RAMP LIMITED IMMEDIATE REPAIRS RECOMMENDATION
Derek Kost explained the revised proposal for the repair design documents with construction administration costs. He would have the design drawings ready for Spring repairs
MOTION: A motion was made by Kyle Holwagner, seconded by Brian Peterson with a roll call vote, Brian-aye, Kyle-aye, Russ-aye and Jim-aye to approve the revised proposal for the repair design documents with construction administration for a total of $47,000.
REVIEW OF FINANCIAL STATEMENTS
MOTION: A motion was made by Brian Peterson, seconded by Kyle Holwagner with a roll call vote, Brian-aye, Kyle-aye, Russ-aye and Jim-aye to approve the November financials.
STATUS UPDATE FOR SECURITY PATROL SERVICES VENDOR RFP TIMELINE
Jeremy Petron reported that the RFP is completed. It will be out the first week in January, 2021 and the bid opening is scheduled for January 27, 2021.
STATUS UPDATE FOR GATES UPGRADE AND REPORTING SOFTWARE RFP TIMELINE
Jeremy Petron reported that the RFP is in progress and will be completed in January.
OTHER BUSINESS
Review Pay Requests
MOTION: A motion was made by Russ Kadlec , seconded by Brian Peterson with a roll call vote, Brian-aye, Kyle-aye, Russ-aye and Jim-aye to approve the pay requests from Walker Consultants totaling $34,801.10.
Status for Parking Authority Board Member replacement
Daniel Nairn reported there were 2 applicants. The new Board Member will be announced December 22, 2020.
ADJOURNMENT
There being no further business, Chairman Jim Christianson declared the Bismarck Municipal Parking Authority adjourned at 9:26 A.M. and will meet again in regular session January 14, 2021.
