JANUARY 8, 2026
The Bismarck Municipal Parking Authority met in regular session on the above date at 9:00 A.M. in the Tom Baker Room, Bismarck, North Dakota. Chairman Jim Christianson presiding.
Members present: Jim Christianson, Jon Burger, Jake Axtman Todd Kovash and Trevor Vannett
Members absent: None
Staff Members: Jeremy Petron, Sue Schaff, Dennis Torgerson, Corey Voegele and Isak Johnson
Others present: Mayor Mike Schmitz via Teams, Kate Herzog

MINUTES
Chairman Jim Christianson called for consideration of the minutes of the November 13, 2025 meeting.
MOTION: A motion was made by Todd Kovash, seconded by Jake Axtman and unanimously approved by all
members present that the minutes of the November 13, 2025 meeting be approved.
PARKING AUTHORITY BOARD-ELECTION OF OFFICERS
- Todd Kovash nominated Jim Christensen for Chairman of the Board. Roll call vote: Jon-aye, Todd-aye, Jake-aye
and Jim Christensen abstaining.
- Jake Axtman nominated Todd Kovash for Vice-Chairman of the Board. Roll Call Vote: Jon-aye, Todd-abstaing,
Jake-aye and Jim-aye.
REVIEW OF FINANCIAL STATEMENTS
MOTION: A motion was made by Jon Burger, seconded by Todd Axtman with a roll call vote, Jon-aye,
Todd-aye, Jake-aye,and Jim-aye to approve the November & December financials.
PARKING AUTHORITY-NEW BOARD MEMBER-TREVOR VANNETT
- Jim Christensen welcomed Trevor Vannett as the new board member.
REVIEW 2026 BUDGET AND PROPOSED CAPITAL PROJECTS
MOTION: A motion was made by Jon Burger, seconded by Trevor Vannett with a roll call vote, Jon-aye,
Trevor-aye, Todd-aye, Jake-aye and Jim-aye to approve the 2026 Budget.
MOTION: A motion was made by Trevor Vannett, seconded by Jake Axtman with a roll call vote, Jon-aye,
Trevor-aye, Todd-aye, Jake-aye and Jim-aye to pay off the remaining special assessments on the
Ramps.
MOTION: A motion was made by Todd Kovash, seconded by Jake Axtman with a roll call vote, Jon-aye,
Trevor-aye, Todd-aye, Jake-aye and Jim-aye to send out an RFP to upgrade the security cameras.
- The Board asked Jeremy Petron to get an estimate for the elevator upgrades on the 3rd Street Ramp.

There being no further business, Chairman Jim Christianson declared the Bismarck Municipal Parking Authority adjourned at 9:30 A.M. and will meet again at the next regular scheduled meeting on February 12, 2026.
