MEETING MINUTES
JULY 15, 2021
The Bismarck Municipal Parking Authority met in regular session on the above date at 9:00
A.M in the Tom Baker Room and via zoom, Bismarck, North Dakota. Chairman Jim
Christianson presiding.
Members present: Jim Christianson, Brian Peterson, Todd Kovash, Kyle
Holwagner and Jake Axtman
Members absent: None
Staff Members: Jeremy Petron, Sue Schaff, Dennis Torgerson, Corey Voegele,
Daniel Nairn
Others present: Jannelle Combs, Kate Herzog, David Witham
MINUTES
Chairman Jim Christianson called for consideration of the minutes of the June 10, 2021
meeting.
MOTION: A motion was made by Todd Kovash, seconded by Jake Axtman and
unanimously approved by all members present that the minutes the
June 10, 2021 meeting be approved.
REVIEW OF FINANCIAL STATEMENTS
MOTION: A motion was made by Brian Peterson, seconded by Kyle Holwagner with a
roll call vote, Brian-aye, Kyle-aye, Todd-aye, Jake-aye, and Jim-aye to
approve the June financials.
REVIEW AND CONSIDER RFP SUBMITTED BIDS OR PARKADE GREEN
LEVEL REPAIRS
MOTION: A Motion was made by Jake Axtman, seconded by Todd Kovash with a roll call
vote, Brian-aye, Kyle-aye, Todd-aye, Jake-aye and Jim-aye to award the
low bid of $283,523 and approve the contract to Vector Construction for
the repairs of the green level to be completed by November 1, 2021.
RECAP OF MEETING WITH CITY ADMINISTRATION REGARDING CITY’S MONTHLY
PARKING FEE FOR 6TH STREET RAMP
Jim Christianson reported that Jeremy Petron and himself met with City administration
and reported that there will not be a change in the city rate paid for city use.
STATUS OF NEW GATES INSTALL AND GALLERIA PAY STATION
Jeremy Petron reported that Amano is scheduled for the week of July 19, 2021 to do the
installation.
REVIEW SURVEY ASSESSMENT OF DOWNTOWN PARKING RAMPS NEEDS
Kate Herzog presented some interesting facts about the need for downtown parking needs.

ADJOURNMENT
There being no further business, Chairman Jim Christianson declared the Bismarck
Municipal Parking Authority adjourned at 9:31 A.M. and will meet again in regular
session August 12, 2021.
