MEETING MINUTES
MARCH 11, 2021
The Bismarck Municipal Parking Authority met in regular session on the above date at 9:00 A.M.
in the Tom Baker Room and via zoom, Bismarck, North Dakota. Chairman Jim Christianson presided.
Members present: Jim Christianson, Todd Kovash, Kyle Holwagner (present), Russ Kadlec,
and Brian Peterson via zoom.
Members absent: None
Staff Members: Jeremy Petron, Sue Schaff, Dennis Torgerson, Corey Voegele, Daniel Nairn
Others present: Derek Kost, Dawn Kopp-via zoom and others that may have been online.
MINUTES
Chairman Jim Christianson called for consideration of the minutes of the February 11, 2021 meeting.
MOTION: A motion was made by Russ Kadlec, seconded by Brian Peterson and unanimously approved
by all members present that the minutes of February 11, 2021 meeting be approved.
DISCUSS NEXT STEPS AND APPROVAL FOR PARKADE GREEN LEVEL REPAIRS (DEREK KOST)
Derek Kost reported that there are 3 tendons that need repair on the Green Level of the Parkade Ramp. He
reported that Walker Consultants submitted repair drawings.
Consensus of the Board is to table this to next meeting and for management to obtain estimate.
REVIEW OF FINANCIAL STATEMENTS
MOTION: A motion was made by Brian Peterson, seconded by Kyle Holwagner with a roll call vote,
Brian-aye Russ-aye, Kyle-aye, and Jim-aye to approve the February financials.
REVIEW BIDS FROM THE RFP FOR GATES EQUIPMENT UPGRADES
Jeremy Petron reported there was 1 bid packet from Amano McGann for the gates and equipment upgrades.
The bid was for $117,358.14 without electrical.
MOTION: A motion was made by Kyle Holwagner, seconded by Todd Kovash with a roll call vote,
Brian-aye, Russ-aye, Kyle-aye, Todd-aye and Jim-aye to approve installing the gates and
equipment upgrades
OTHER BUSINESS
PA Board Member Term (Russ Kadlec). A decision will be made at the City Commission meeting on March 23, 2021.
Pay Requests
MOTION: A motion was made by Todd Kovash, seconded by Kyle Holwagner with a roll call vote, Brian-aye,
Kyle-aye, Todd-aye and Jim-aye to approve the pay requests from Walker Consultants for $21,600.
ADJOURNMENT
There being no further business, Chairman Jim Christianson declared the Bismarck Municipal Parking Authority
adjourned at 9:27 A.M. and will meet again in regular session April 8, 2021.
