BISMARCK MUNICIPAL PARKING AUTHORITY

MEETING MINUTES

NOVEMBER 9, 2023

 

 

The Bismarck Municipal Parking Authority met in regular session on the above date at 9:00 A.M. in the Tom Baker Room, Bismarck, North Dakota. Chairman Jim Christianson presiding.

 

Members present: Jim Christianson, Josh Keller, Jake Axtman

Members absent: Todd Kovash, Kyle Holwagner

Staff Members: Jeremy Petron, Sue Schaff, Dennis Torgerson Corey Voegele, Daniel Nairn,

                          Isak Johnson

Others present: Jannelle Combs and Kate Herzog

 

MINUTES

- Chairman Jim Christianson called for consideration of the minutes of the October 12, 2023

   meeting.

     MOTION: A motion was made by Josh Keller, seconded by Jake Axtman and unanimously

                     approved by all members present that the minutes of the October 12, 2023

                     meeting be approved.

 

 

REVIEW OF FINANCIAL STATEMENTS

     MOTION: A motion was made by Jake Axtman, seconded by Josh Keller with a roll

                   call vote, Josh-aye, Jake-aye and Jim-aye to approve the October financials.

 

SECURITY PATROL SERVICES CONTRACT ENDING 2/29/24

     MOTION: A motion was made by Jake Axtman, seconded by Josh Keller with a

                   roll call vote, Josh-aye, Jake-aye and Jim-aye to have Jeremy pursue an

                  RFQ for security patrol services.

 

 

CONTINUED DISCUSSION FOR PAY-BY-APP UPGRADES

- General discussion was continued on the pay-by-app upgrades.

 

CONTINUED DISCUSSION ON RAMPS PARKING “HOW TO” MARKETING VIDEO

- Jake Axtman reported on the Empower ED program and will continue looking into other options.

 

DISCUSSION FOR CAPITAL PROJECT ADDITION: PARKADE 2^ND LEVEL RESTROOM UPDATES

- Jeremy Petron reported that the restroom upgrades will range between $5,000 - $7,000. The Consensus of the Board was to have Jeremy get 3 bids on the project.

 

 

OTHER BUSINESS

 

PAY REQUESTS

     MOTION: A motion was made by Jake Axtman, seconded by Josh Keller with a

                    roll call vote, Josh-aye, Jake-aye and Jim-aye to approve the pay requests

                   from Vector Construction, Walker Consultants and CW Structural totaling

                  $108,239.46.

 

ADJOURNMENT

- There being no further business, Chairman Jim Christianson declared the Bismarck Municipal Parking Authority adjourned at 9:28 A.M. and will meet again on December 14, 2023.
