BISMARCK MUNICIPAL PARKING AUTHORITY MEETING MINUTES
OCTOBER 8, 2020
The Bismarck Municipal Parking Authority met in regular session on the above date at 9:00 A.M. in the
Tom Baker Room and via zoom, Bismarck, North Dakota. Chairman Jim Christianson presided via zoom.
Members present: Jim Christianson, Russ Kadlec, Dina Baird-via zoom and Kyle Holwagner via phone.
Members absent: Brian Peterson
Staff Members: Rocky Gordon, Jeremy Petron, Sue Schaff, Dennis Torgerson, Corey Voegele, Daniel Nairn
Others present: Jannelle Combs, Kate Herzog, Madison Cermak and others that may have been online.
MINUTES
Chairman Jim Christianson called for consideration of the minutes of the September 10, 2020 meeting.
MOTION A motion was made by Dina Baird, seconded by Russ Kadlec and unanimously
approved by all members present that the minutes of the September 10, 2020
meeting be approved.
REVIEW OF FINANCIAL STATEMENTS
MOTION: A motion was made by Dina Baird, seconded by Russ Kadlec with a roll call vote,
Dina-aye, Russ-aye, Kyle-aye, and Jim-aye to approve the September financials.
PRELIMINARY UPDATE ON PARKADE AND 3RD & MAIN RAMPS STRUCTURE TESTING
Jeremy Petron reported that the Parkade Ramp has 3 additional spots recommended for repair. Two (2) on
the Green level and 1 on the upper deck. The 3rd Street Ramp has a few spawling areas on the upper level
recommended for repair. We are waiting for a more comprehensive report with preliminary cost estimates
from Walker Consultants.
REVIEW RAMPS INSURANCE COVERAGE LIMITS
MOTION: A motion was made by Dina Baird, seconded by Kyle Holwagner with a roll call vote,
Dina-aye, Russ-aye, Kyle-aye and Jim-aye to increase the coverage limit for the Galleria
ramp to $9,000,000. The motion also approved insurance coverage on all the Ramps.
UPDATE FROM TECHNOLOGY COMMITTEE
Jeremy Petron reported that they are putting together the specs on the gates for the RFP. Planning to have RFP
ready by the 1st of November to middle of November. He will report back at the next meeting.
OTHER BUSINESS
Review Pay Request
MOTION: A motion was made by Dina Baird , seconded by Russ Kadlec with a roll call vote, Dina-aye,
Russ-aye, Kyle-aye and Jim-aye to approve the pay request from Vector.
ADJOURNMENT
There being no further business, Chairman Jim Christianson declared the Bismarck Municipal Parking Authority
adjourned at 9:35 A.M. and will meet again in regular session November 12, 2020.
