MEETING MINUTES
OCTOBER 9, 2025
The Bismarck Municipal Parking Authority met in regular session on the above date at 9:00 A.M. in the Tom Baker Room, Bismarck, North Dakota. Chairman Jim Christianson presiding.
Members present: Jim Christianson, Josh Keller, Todd Kovash, Jon Burger and Jake Axtman
Members absent: NONE
Staff Members: Jeremy Petron, Sue Schaff, Dennis Torgerson, Corey Voegele and Isak Johnson
Others present: Mayor Mike Schmitz, Commissioner Jerry Woodcox, and Kate Herzog

MINUTES
Chairman Jim Christianson called for consideration of the minutes of the September 11, 2025 meeting.
MOTION: A motion was made by Todd Kovash, seconded by Josh Keller and unanimously approved by
all members present that the minutes of the September 11, 2025 meeting be approved.
REVIEW OF FINANCIAL STATEMENTS
MOTION: A motion was made by Jon Burger, seconded by Todd Kovash with a roll call vote, Jon-aye,
Josh-aye, Todd-aye, Jake-aye and Jim-aye to approve the September financials.
BURLEIGH COUNTY REQUEST OF STAGING AREA ON THE 5TH & THAYER LOT
MOTION: A motion was made by Jon Burger, seconded by Todd Kovash with a roll call vote, Jon-aye,
Josh-aye, Todd-aye, Jake-aye and Jim-aye to approve the request for use of the 5th & Thayer parking
Lot area of 3 spots at a time for the scaffolding to hang up artistic panels on the south side of the
Provident Building.
REVIEW MONTHLY PARKING RATES
MOTION: A motion was made by Todd Kovash, seconded by Jake Axtman with a roll call vote, Jon-aye,
Josh-aye, Todd-aye, Jake-aye and Jim-aye to raise the monthly parking rate $2.00 to $66.00.
effective January 1, 2026.
MOTION: A motion was made by Jake Axtman, seconded by Todd Kovash with a roll call vote, Jon-aye,
Josh-aye, Todd-aye, Jake-aye and Jim-aye to raise the monthly rooftop parking rate $2.00 to
$42.00 effective January 1, 2026..
MOTION A motion was made by Jon Burger, seconded by Todd Kovash with a roll call vote, Jon-aye,
Josh-aye, Todd-aye, Jake-aye and Jim-aye to leave the hourly parking rates the same.
BISMARCK PARKING AUTHORITY MANAGEMENT AGREEMENT EXTENSION OPTION
MOTION: A motion was made by Todd Kovash, seconded by Josh Keller with a roll call vote, Jon-aye,
Josh-aye, Todd-aye, Jake-aye, and Jim-aye to approve the management agreement extension
option with Rocky Gordon & Company for January-December 2026.

ADJOURNMENT
There being no further business, Chairman Jim Christianson declared the Bismarck Municipal Parking Authority adjourned at 9:27 A.M. and will meet again at the next regular scheduled meeting on November 13, 2025.
