BISMARCK MUNICIPAL PARKING AUTHORITY MEETING MINUTES
SEPTEMBER 10, 2020
The Bismarck Municipal Parking Authority met in regular session on the above date at
9:00 A.M. in the Tom Baker Room and via zoom, Bismarck, North Dakota. Chairman
Jim Christianson presided via zoom.
Members present: Jim Christianson, Russ Kadlec, Dina Baird-via zoom and Brian Peterson via zoom.
Members absent: Kyle Holwagner
Staff Members: Rocky Gordon, Jeremy Petron, Sue Schaff, Dennis Torgerson, Corey Voegele, Daniel Nairn
Others present: Jannelle Combs, Derek Kost, Kate Herzog and others that may have been online.
MINUTES
Chairman Jim Christianson called for consideration of the minutes of the August 13, 2020 meeting.
MOTION A motion was made by Dina Baird, seconded by Russ Kadlec and unanimously approved
by all members present that the minutes of the August 13, 2020 meeting be approved.
REVIEW CW STRUCTURAL 2020 GENERAL STRUCTURAL CONDITION ASSESSMENT
Derek Kost reported that Walker Parking and Vector Construction will be conducting a condition assessment and
doing investigations along with checking tendons in various spots in the remainder of the Parkade Ramp other levels.
They will also be checking the 3rd & Main Ramp the week of September 21 thru the 25th. The Galleria Ramp and
the 6th Street Ramp’s condition assessment report was ok.
REVIEW OF FINANCIAL STATEMENTS
MOTION: A motion was made by Brian Peterson, seconded by Russ Kadlec with a roll call vote,
Dina-aye, Brian-aye, Russ-aye, and Jim-aye to approve the August financials.
PARKING EQUIPMENT LEASING OPTIONS
General discussion was held on parking equipment leasing options.
UPDATE FROM TECHNOLOGY COMMITTEE
Jeremy Petron reported that they are still researching other technology items for possibly replacing ticket chasers
at the Galleria Ramp. Discussion was held on replacing the old remaining gates.
MOTION A motion was made by Dina, seconded by Russ Kadlec with a roll call vote, Dina-aye,
Brian-aye, Russ-aye and Jim-aye to approve the preparation of the RFP for replacing the gates in all the parking facilities.
OTHER BUSINESS
Review Pay Requests and funds transfer
MOTION: A motion was made by Brian Peterson, seconded by Dina Baird with a roll call vote, Dina-aye,
Brian-aye, Russ-aye and Jim-aye to approve the pay requests from CW Stuctural and Capital City Construction
for a total amount of $113,489.13. The motion also approved the transfer of $95,000 in funds from the city
reserve account.
ADJOURNMENT
There being no further business, Chairman Jim Christianson declared the Bismarck Municipal Parking Authority adjourned
at 9:36 A.M. and will meet again in regular session October 8, 2020.
