MEETING MINUTES
SEPTEMBER 14, 2023
The Bismarck Municipal Parking Authority met in regular session on the above date at 9:00 A.M. in the Tom Baker Room, Bismarck, North Dakota. Chairman Jim Christianson presiding.
Members present: Jim Christianson, Josh Keller, Todd Kovash, Jake Axtman and Kyle
Holwagner

Staff Members: Jeremy Petron, Sue Schaff, Dennis Torgerson Corey Voegele and Daniel

Others present: Commissioner Mike Connelly, Jannelle Combs
MINUTES
Chairman Jim Christianson called for consideration of the minutes of the August 10, 2023 meeting.
MOTION: A motion was made by Todd Kovash, seconded by Kyle Holwagner and
unanimously approved by all members present that the minutes of the
August 10, 2023 meeting be approved.
REVIEW OF FINANCIAL STATEMENTS
MOTION: A motion was made by Josh Keller, seconded by Jake Axtman with a
roll call vote, Josh-aye, Kyle-aye, Todd-aye, Jake-aye and Jim-aye to
approve the August financials.
PROGRESS REPORT FOR PARKADE REPAIRS PROJECT
- Jeremy Petron reported Vector Construction is 95% complete. The final inspection
is scheduled for Monday, September 18, 2023. The stairwell will be completed today.
CONSIDER OPTIONS FOR PAYMENT OF SPECIAL ASSESSMENTS
MOTION: A motion was made by Jake Axtman, seconded by Josh Keller with a
roll call vote, Josh-aye, Kyle-aye, Todd-aye, Jake-aye and Jim-aye to pay
off the full balance of the special assessments totaling $122,990.
UPDATE FOR PAY-BY-APP EQUIPMENT QUOTE
- Tabled until the next meeting.
OTHER BUSINESS
PAY REQUEST INVOICE FROM VECTOR CONSTRUCTION AND CW STRUCTURAL
MOTION: A motion was made by Todd Kovash, seconded by Kyle Holwagner with a
roll call vote, Josh-aye, Kyle-aye, Todd-aye, Jake-aye, and Jim-aye to approve
the pay request from Vector Construction for a portion of the billing totaling
$223,037.06 for the Parkade tendon repair after CW Structural makes the final
inspection on Monday, September 18, 2023.
MOTION: A motion was made by Kyle Holwagner, seconded by Todd Kovash with a
roll call vote, Josh-aye, Kyle-aye, Todd-aye, Jake-aye and Jim-aye to approve
the CW Structural Engineering bill for a portion of the Construction Supervision
bill in the amount of $5805.
UPDATE ON PA MANAGEMENT RFQ
- Daniel Nairn reported that there is a meeting of the committee right after this meeting
and a recommendation should be made available at the next meeting.
ADJOURNMENT
There being no further business, Chairman Jim Christianson declared the Bismarck Municipal Parking Authority adjourned at 9:17 A.M. and will meet again on October 12, 2023.
