MEETING MINUTES
DECEMBER 14, 2023
The Bismarck Municipal Parking Authority met in regular session on the above date at 9:00 A.M. in the Tom Baker Room, Bismarck, North Dakota. Chairman Jim Christianson presiding.
Members present: Jim Christianson via phone, Josh Keller, Todd Kovash and Jake Axtman

MINUTES
- Chairman Jim Christianson called for consideration of the minutes of the November 9,
2023 meeting.
MOTION: A motion was made by Todd Kovash, seconded by Josh Keller and unanimously
approved by all members present that the minutes of the November 9, 2023
meeting be approved.
REVIEW OF FINANCIAL STATEMENTS
MOTION: A motion was made by Josh Keller, seconded by Todd Kovash with a roll call
vote, Josh-aye, Todd-aye, Jake-aye, and Jim-aye to approve the November
financials.
SECURITY PATROL SERVICES CONTRACT RFQ TIMELINE
- Jeremy Petron reported that the advertising is started on the RFQ for Security Patrol
Services with the bid opening on January 3, 2024 at 4:00 PM.
CONTINUED DISCUSSION FOR PAY-BY-APP UPGRADES
- Jeremy Petron reported that he has been in contact with various companies and is still
gathering information. He will be moving forward with continued questions to
pay-by-app companies..
CONTINUED DISCUSSION ON RAMPS PARKING “HOW TO” MARKETING VIDEO
- Jake Axtman reported that he contacted Bismarck Public School students and they are
putting a clip together to show the Board at the next meeting.
PARKADE 2ND FLOOR RESTROOM UPDATES PLUMBING BIDS REVIEW
- Jeremy Petron reported on the results of the 3 plumbing bids for the restroom upgrades.
MOTION: A motion was made by Todd Kovash, seconded by Josh Keller with a roll
call vote, Josh-aye, Todd-aye, Jake-aye and Jim-aye to approve the lower bid
from Cooling & Heating Unlimited for $5780.
REVIEW MONTHLY PARKING RATES
- Tabled until the next meeting.
PA BOARD MEMBER TEAM-SELECTION STATUS UPDATE
- Daniel Nairn reported that there was one application. It now goes to the City Commission
for recommended appointment on 12/26/23.

ADJOURNMENT
- There being no further business, Chairman Jim Christianson declared the Bismarck
Municipal Parking Authority adjourned at 9:28 A.M. and will meet again on
January 11, 2024.
