BISMARCK MUNICIPAL PARKING AUTHORITY

MEETING MINUTES

OCTOBER 12, 2023

 

 

The Bismarck Municipal Parking Authority met in regular session on the above date at 9:00 A.M. in the Tom Baker Room, Bismarck, North Dakota. Chairman Jim Christianson presiding.

 

Members present: Jim Christianson, Josh Keller, Todd Kovash Jake Axtman and Kyle

                          Holwagner

Members absent: None

Staff Members: Jeremy Petron, Sue Schaff, Dennis Torgerson Corey Voegele and Daniel

                         Nairn

Others present: Commissioner Mike Connelly, Jannelle Combs, Kate Herzog, Maria Fleck

 

MINUTES

Chairman Jim Christianson called for consideration of the minutes of the September 14, 2023 meeting.

     

     MOTION: A motion was made by Hyle Holwagner, seconded by Todd Kovash and

                   unanimously approved by all members present that the minutes of the

                   September 14, 2023 meeting be approved.

 

 

REVIEW OF FINANCIAL STATEMENTS

 

     MOTION: A motion was made by Josh Keller, seconded by Jake Axtman with a

                    roll call vote, Josh-aye, Kyle-aye, Todd-aye, Jake-aye and Jim-aye to

                   approve the September financials.

 

 

SELECTION OF MANAGEMENT PROPOSAL RFQ

- Daniel Nairn reported that the selection committee recommended Rocky Gordon & Co.

   for management of the Bismarck Parking Authority for a term of 2 years with 2 one year

   renewal options starting January 1, 2024.

 

     MOTION: A motion was made by Todd Kovash, seconded by Kyle Holwagner with a roll

                   call vote, Josh-aye, Kyle-aye, Todd-aye, Jake-aye and Jim-aye to approve

                  Rocky Gordon & Co the 2 year management contract with 2 one year

                  renewal options.

 

 

UPDATE FOR PAY-BY-APP EQUIPMENT QUOTE

- Jeremy Petron reported that the pay by app quote has a preliminary quote of $50,000.

    This item will be brought back at the next meeting.

 

 

OTHER BUSINESS

 - General discussion was held about a market video and updating the website with instructions on how to access and use the parking ramps.

 

 

ADJOURNMENT

- There being no further business, Chairman Jim Christianson declared the Bismarck Municipal Parking Authority adjourned at 9:21 A.M. and will meet again on November 9, 2023.
